 U.S. Pauses Intelligence Sharing with Ukraine Amid High-Stakes Negotiations

WASHINGTON (AP) — The United States has temporarily halted its intelligence sharing with Ukraine, cutting off a critical flow of information that has been instrumental in helping the war-torn nation track and target Russian forces. However, Trump administration officials indicated Wednesday that the suspension may be brief, citing positive discussions between Washington and Kyiv.

U.S. intelligence has played a crucial role in Ukraine’s defense, offering insights into Russian military movements and strategic intentions. The pause follows President Donald Trump’s decision to withhold military aid to Ukraine, marking another significant shift in America’s approach to its key European ally.

"We have taken a step back and are pausing and reviewing all aspects of this relationship," said National Security Adviser Mike Waltz.


A Strategic Pause or a Pressure Tactic?

Administration officials suggest the decision is part of ongoing diplomatic efforts between Trump and Ukrainian President Volodymyr Zelenskyy to negotiate a peace settlement with Russia. There is speculation that intelligence sharing could resume soon, contingent on Ukraine’s willingness to engage in talks on terms favorable to the Trump administration.

CIA Director John Ratcliffe emphasized that the intelligence freeze is merely a “pause” and said it followed a tense Oval Office meeting last week between Trump and Zelenskyy. According to Ratcliffe, Trump wants assurance that Zelenskyy is "serious about peace" before resuming full military and intelligence support.

“On the military front and the intelligence front, the pause that allowed that to happen will go away, and I think we’ll work shoulder to shoulder with Ukraine as we have,” Ratcliffe added.


Growing Concerns Among Allies

The halt in intelligence sharing has sparked alarm among European leaders and members of Congress. Intelligence from the U.S. has been vital in helping Ukraine deploy American-supplied weaponry, such as High Mobility Artillery Rocket Systems (HIMARS) and Army Tactical Missile Systems (ATACMS)—key assets in repelling Russian advances.

Representative Jim Himes of Connecticut, the top-ranking Democrat on the House Intelligence Committee, sharply criticized the move.

"The idea that we will now withhold life-saving intelligence from Ukrainians who are fighting and dying is unforgivable," Himes said.

Officials in Kyiv declined to comment on the situation, and the CIA did not respond to inquiries.

International Ramifications

It remains unclear whether the suspension affects intelligence sharing between Ukraine and other Western allies, including the Five Eyes intelligence alliance—comprising the U.S., U.K., Canada, Australia, and New Zealand.

Dave Pares, spokesman for British Prime Minister Keir Starmer, would not confirm whether the U.K. is still supplying Ukraine with intelligence from U.S. sources. However, he reaffirmed Britain’s commitment to Ukraine’s defense.


“We will do everything to put Ukraine in the strongest possible position across all aspects of our support, particularly around defense and security, and our position hasn’t changed,” Pares said.

As the diplomatic landscape continues to shift, all eyes remain on Washington and Kyiv to see whether this intelligence freeze is a fleeting negotiation tool—or a deeper shift in U.S. foreign policy.
